My hypotheses for this madness:
One day the producer came to the main writer.
"Here's the deal. Some right wing corporate big shots are paying us big money to basically make "Xenophobia The Anime", just couldn't agree about the actual story and the title. It's temporary called "The Marginal Service" and it's supposed to be about a team of superheroes in matching uniforms (Those are hip nowadays, right?) with unique off-brand english sounding names (We don't want to be sued for copyright infringement!). Also there's an idea about making a game from the whole thing - even more money are coming! The deadline for the first draft is like yesterday, so I want it tomorrow in my Google Docs folder!"
The writer did some shrooms and in this state watched some "supernatural investigation" shows (which is hinted in the episode) and also a genuine documentary about construction workers. After that he putted his nightmares on digital paper.
